Nepal imports petroleum products. When international prices or the NPR/USD rate move, NOC revises domestic prices. Zone A (Terai) is closest to Indian supply routes; Zone C (Kathmandu valley and similar) pays more to move product uphill.
For households, the LPG cylinder often matters more than petrol - it is a lumpy monthly cost and is set as a single national price.
